I love HTC's setup. This phone was billed as the big, bad brother of the Incredible, but right now, I'd take the Incredible. Yes. You can use 4g, or Wifi, and make a call on it at the same time. Root it for Gingerbread 2.3, and you will love it even more.

I think what Coy was asking is if it allows UMA, or placing calls over a WiFi network instead of a cellular network. If that's the question, I believe the answer is no. I'm about 98% certain about that. You can use Skype over WiFi, that's pretty worthless though, since you'd be paying Skype for the calls, and Sprint doesn't charge you. If you don't have service, it's the only reason to do that.
Have you guys seen that AT&T is cracking down on jailbroken and unlocked phones using WiFi or USB tethering without a plan? Apps like MyWi are allowing people to use their unlimited data plans and create hotspots without paying AT&T for the service, but now the Deathstar has caught on. My Android 2.3 phone has WiFi hotspot capabilities built into the ROM, and when I used it last night for 15 seconds, I got the notification this morning that my plan is "ineligible for tethering" and stop using it.

I bought a rooted EVO Shift from a guy 2 weeks ago that a guy was using as a wifi hub. He said Sprint cancelled his contract because of it.

AT&T shut down the data for my unlocked device. They said if I want data on it, I can pay $200 per month for 200MB, or I can go back to the country from which I purchased it and get a SIM from them so I can roam on AT&T's network here in the US.
